Amends Mississippi Code Section 41-29-105 to exclude hypodermic syringes from the definition of "paraphernalia" under the Uniform Controlled Substances Law.

Adds language to the paraphernalia definition stating that "paraphernalia" does not include hypodermic syringes or materials used for testing for fentanyl or fentanyl analogs in substances.

Removes hypodermic syringes and needles from the list of items specifically defined as paraphernalia used for injecting controlled substances.

Effective date: July 1, 2025.
