Expands nonconsensual towing regulations to apply to both private motor vehicles and commercial motor vehicles, previously limited to commercial vehicles only.

Renames the "Commercial Vehicle Towing Advisory Committee" to the "Vehicle Towing Advisory Committee" while maintaining administration within the Department of Public Safety's Commercial Transportation Enforcement Division.

Requires towing companies to obtain written permission from private property owners before towing vehicles and establish maximum statewide rates for nonconsensual tows, with rates subject to annual review.

Mandates towing companies document vehicle condition with at least four photographs before connecting vehicles to tow trucks and prohibits drop fees for vehicle release before removal from private property.

Becomes effective July 1, 2025.
