Creates the "Troy Floyd Act" to establish a grant program administered by the Mississippi Development Authority providing funds to small municipalities for acquiring life-saving emergency equipment for police departments.

Defines "small municipality" as any Mississippi municipality with a population of 3,000 or less according to the most recent federal decennial census, and "life saving emergency equipment" as bulletproof vests, radio equipment, first aid supplies and kits, and wound treatment supplies and equipment.

Requires applicant municipalities to submit applications containing a description of equipment to be acquired, equipment cost, amount of grant funds requested, and any other information requested by the Mississippi Development Authority.

Limits total grant funding per municipality to a maximum of $50,000 in aggregate.

Creates the "Small Municipalities Police Departments Life Saving Emergency Equipment Fund" as a special state treasury fund with unexpended amounts not lapsing into the General Fund, with disbursements made by the Mississippi Development Authority upon legislative appropriation, effective July 1, 2025.
