Adds summary suspension authority allowing the board to suspend licenses without a hearing if immediate danger to the public is found, with a hearing required within 20 days.

Removes minimum monetary penalties for violations and allows penalty assessments beginning from the date an offender first conducted business in the state; exempts investigations review committee meetings from open meetings requirements and investigation records from public disclosure.
