All emergency communications districts and county boards of supervisors serving as district commissioners must implement a system to allow text-to-911 services by January 1, 2027.

Adds definition of "text-to-911" to Mississippi Code Section 19-5-303 as the ability to send a text message to reach 911 emergency call takers from a mobile phone or device.

Amends Section 19-5-311 to require text-to-911 implementation in addition to existing emergency telephone system methods (district dispatch, relay, or transfer methods).

Text-to-911 services become a required capability for all emergency communications systems statewide.
