Creates new crime of therapist sexual contact with patients, punishable by up to 5 years imprisonment and/or $10,000 fine, with consent of patient not a valid defense.

Defines "therapist" broadly to include physicians, psychologists, nurses, counselors, social workers, clergy, marriage/family therapists, and mental health providers providing mental health services.

Adds sexual contact with patients as grounds for disciplinary action and license suspension/revocation for physicians, psychologists, licensed professional counselors, social workers, and marriage/family therapists.

Expands reporting immunity protections for persons reporting abuse, neglect, commercial sexual exploitation, or human trafficking in good faith, presuming good faith reporting and providing civil and criminal liability protection.

Requires mandatory reporters and others who learn of child sexual abuse by associated persons to report abuse and provides reporting immunity from liability for those disclosing such information.
