Prohibits jailers, guards, Department of Corrections employees, sheriffs, and other law enforcement or correctional facility employees from engaging in sexual penetration or other sexual acts with incarcerated persons, those under correctional supervision, or those detained or arrested.

Extends the prohibition to civilians with supervisory or custodial authority over persons in the same categories.

Changes statutory language from "offender" to "person" to broaden the scope of protected individuals.

Adds "detained, arrested or otherwise in custody" as a category of protected persons, expanding coverage beyond incarcerated individuals.

Establishes violation as a felony punishable by a fine not exceeding $5,000, imprisonment not to exceed 5 years, or both, effective July 1, 2025.
