If a voter was not registered in their jurisdiction but was otherwise eligible to vote, their affidavit ballot shall serve as voter registration and the voter's name shall be entered into the Statewide Elections Management System as if they completed a registration application.

A valid affidavit ballot cast on election day may serve as a written request to transfer a voter's registration to a new ward or precinct, with the circuit clerk required to process the transfer within 30 days after the election.

Any registered voter placed on inactive status after receiving a confirmation notice who then casts an affidavit ballot shall be returned to active status in the Statewide Elections Management System.

The bill takes effect July 1, 2027.
