Allows direct on-site supervisors of providers in managed care organizations to sign off on work and authorize reimbursement for providers awaiting credentialing decisions, provided the provider has not previously been denied credentialing.

Prohibits the Division of Medicaid from suspending reimbursement payments to providers during the appeal period after a violation determination, unless the provider was previously convicted of fraud in connection with Medicaid.

Applies the fraud conviction exception to both individual providers and entities, including agents, managing employees, or persons with 5% or greater ownership interest.

Effective date: July 1, 2025.
