Includes Baptist Medical Center and any burn center affiliated with a Level I trauma center in the Mississippi Trauma Care System as eligible recipients of Mississippi Burn Care Fund appropriations, requiring equitable distribution of funds among these centers and the University of Mississippi Medical Center.

Removes the University of Mississippi Medical Center as the agency responsible for receiving gifts, donations, and grants for the Mississippi Burn Care Fund, leaving the Department of Health in that role.

Increases the additional fee on distinctive or special license tags from $2.00 to $2.50 effective January 1, 2025, with proceeds deposited into the Mississippi Burn Care Fund.

Imposes a new fifty-cent ($0.50) fee on each set of license tags and two decals (or two decals only) issued for private carriers of passengers and private carriers of property weighing 10,000 pounds or less, with proceeds deposited into the Mississippi Burn Care Fund.

Directs the State Board of Health to revise the burn care services delivery plan to include Baptist Medical Center and any burn center affiliated with a Level I trauma center, with equitable fund distribution among all three entities.
