Prohibits county boards of supervisors and municipal governing authorities from enacting or enforcing ordinances that use automated recording equipment or systems to enforce automobile insurance requirements.

Requires any county or municipality currently using automated recording equipment to enforce automobile insurance compliance to remove the equipment by October 1, 2025.

Defines "automated recording equipment or system" as a camera or optical device working with traffic control signals or radar speed detection equipment designed to record license plates of vehicles violating traffic laws.

Existing prohibition on automated enforcement systems for traffic signals and speed limits remains in effect with the October 1, 2009 removal deadline.
