Extends abandoned property laws to include motor vehicles left unattended on private property for 30+ days without landowner consent, in addition to existing regulations for manufactured and mobile homes.

Requires community owners and landowners to report abandoned property to local law enforcement at least 30 days before filing a complaint with the Department of Revenue.

Authorizes the Department of Revenue to establish reasonable fee schedules for processing abandonment complaints and to contract with county sheriffs for advertising and conducting property sales.

Establishes storage fees as collectible indebtedness from the sale proceeds, calculated from the day after complaint filing through the date of property removal.

Requires the Department of Revenue to determine property ownership and notify owners at their last known address by certified mail, with 15-day notice for motor vehicles and 30-day notice for homes before conducting sales; excludes abandoned vehicles of automobile dealers from this chapter's provisions.
