Limits first and second degree arson charges to burning property of another person, adding an affirmative defense if the defendant is the owner or acting as the owner's agent.

Creates a new third degree arson offense for owners or their agents who willfully burn their own dwelling, building, or structure, punishable by 1-3 years imprisonment.

Maintains existing third degree arson penalties (1-3 years) for burning personal property valued at $25.00 or more belonging to another person.

Preserves arson charges for churches, temples, synagogues, and places of worship with 5-30 year sentences and treble damages liability.

Takes effect July 1, 2025.
