Removes chemical dependency services, intermediate care facilities, and psychiatric residential treatment facilities from certificate of need (CON) requirements effective immediately.

Increases minimum dollar thresholds for CON requirements: major medical equipment from $1.5 million to $3 million, clinical health services capital expenditures from $5 million to $10 million, and nonclinical services from $10 million to $20 million, with annual inflation adjustments.

Eliminates CON requirements for hospital-based end-stage renal disease facilities, magnetic resonance imaging services, and invasive diagnostic imaging services effective July 1, 2029.

Changes CON appeal procedures to be heard by special chancery judges appointed by the Supreme Court (rather than regular chancery courts), with final orders being non-appealable and issued within 120 days.

Authorizes Madison County nonprofit to establish 40-bed intermediate care facility for developmentally disabled adults and allows up to 80 total new beds statewide for intellectual disabilities facilities (maximum 10 beds per certificate).
