Authorizes PEER Committee to review newly adopted state agency administrative rules (up to 15 rules in 2025, then up to 30 annually) and report findings to Legislature by December 15 each year.

Amends prison work initiative program to clarify wage withholdings are calculated after mandatory deductions and requires collection/reporting of dependent support payments, fines, restitution, court-ordered costs, and remaining sentence length for each participant.

Extends Mississippi K-12 and Postsecondary Mental Health Task Force for one additional year with report due October 1, 2025, and establishes Executive Committee of Interagency Coordinating Council for Children and Youth (ICCCY) to coordinate mental health initiatives.

Creates Mississippi Self-Insurance Task Force to study cost benefits of self-insurance for state buildings and report findings by November 1, 2025; authorizes Department of Finance and Administration to establish self-insurance funds or reserves for state-owned buildings.

Adds civil enforcement provisions for PEER Committee subpoenas through chancery court and establishes criminal penalties (up to $1,000 fine and 6 months jail) for failure to comply with PEER subpoenas.
