Amends Section 19-5-22 of Mississippi Code to allow boards of supervisors to designate a hearing officer from their own membership, county staff, or other qualified impartial persons for hearings on delinquent solid waste fees.

Prohibits the hearing officer from being the board attorney or a staff member of the tax collector's office, and bars hearing officers with conflicts of interest or family relations to board members or the debtor.

Maintains existing procedures for notice of delinquency and establishes that the hearing must comply with due process protections under the U.S. and Mississippi Constitutions.

Preserves the board's ability to notify the tax collector of unpaid fees within 90 days, which triggers the tax collector's authority to deny motor vehicle license renewals until fees are paid.

Takes effect upon passage.
