Defines "grocery store" as a physical establishment with at least 12,000 square feet of enclosed premises and inventory of human-consumable items located in a wet county, municipality, judicial district or area.

Authorizes Department of Revenue to issue "grocery store wine-only retailer's permits" allowing holders to sell wine at retail in original sealed and unopened packages not for on-premises consumption, effective July 1, 2026.

Prohibits grocery store wine-only permits from being issued within 500 feet of an establishment holding a package retailer's permit prior to July 1, 2026.

Increases the limit on package retailer's permits a single person may own or control from one to six permits.

Establishes an annual privilege license tax of $900.00 for each grocery store wine-only retailer's permit location.
