Authorizes Public Service Commission to adopt procedural rules for arbitrating and/or mediating rate disputes between private water associations and ratepayers, with commission decisions binding unless good cause exists to amend or modify.

Allows rural water association customers to obtain service from county or municipal water systems when health department restrictions are placed on the association or when the association admits inability to serve the customer.

Requires rural water associations to cooperate in removing customers from their systems when customers transition to alternative water providers, with PSC authority to intervene if disputes arise.

Brings forward multiple sections of water and utility regulation code (Sections 49-17-751, 77-1-53, 77-1-55, and others) for potential amendment and makes minor nonsubstantive technical corrections.

Takes effect July 1, 2025.
