Extends the repeal date for the Department of Corrections' authority to contract with Bolivar County Regional Facility for a drug and alcohol treatment program from July 1, 2025 to July 1, 2028.

Authorizes a five-year pilot program for intensive alcohol and drug treatment serving up to 250 inmates within 18 months of their earned release or parole date.

Requires the Department of Corrections to reimburse Bolivar County Regional Facility at the per diem rate under Section 47-5-933 and remove any inmate within 72 hours if they are violent or refuse to participate.

Mandates the program include assessment, treatment/rehabilitation with relapse prevention and anger management, and aftercare with post-release transition plans tracking inmates at 30-day intervals.

Requires annual departmental reports with recidivism data and allows program renewal if performance requirements determined by the Legislature are met.
