Extends the repeal date of the Comprehensive Hurricane Damage Mitigation Program within the Department of Insurance from July 1, 2025 to July 1, 2028.

Program provides cost-benefit studies on wind hazard mitigation construction measures, wind certification and hurricane mitigation inspections, and financial grants up to $10,000 per recipient to retrofit residential and commercial properties.

Establishes an advisory council consisting of insurance agents, property insurers, homebuilders, legislative committee chairs, the Mississippi Windstorm Underwriting Association director, and the Emergency Management Agency director to advise program administration.

Requires insurance companies to notify clients within 30 days of filing discount schedules about program availability, participation details, and state contact information.

Creates the Comprehensive Hurricane Damage Mitigation Program Fund to support program operations, with third-party administrator costs not to exceed 1% of appropriated funds.
