Requests the Joint Committee on the Library of Congress approve replacing Mississippi's statues of James Zachariah George and Jefferson Davis in the U.S. Capitol's Statuary Hall with statues of civil rights leaders Fannie Lou Hamer and Senator Hiram Rhodes Revels.

Authorizes the Governor to create a commission of Mississippi artisans and artists to solicit and collect private contributions for designing and constructing the new statues.

Designates the state to cover all costs associated with the replacement, including design, construction, transportation, placement of new statues, and removal of existing statues.

Acknowledges that federal law (2 USC Section 2132) allows states to request removal and replacement of previously placed statues with representations that reflect the state's diverse citizenry.

Directs copies of the resolution be sent to the Joint Committee on the Library of Congress, Mississippi's Congressional delegation, and the Capitol Press Corps.
