Amends Section 273 of the Mississippi Constitution to change the pro rata signature requirement for initiative petitions from each congressional district from one-fifth (1/5) to a formula divided by the number of congressional districts currently in existence on the day the petition is filed.

Maintains the overall requirement that initiative petitions be signed by qualified electors equal to at least twelve percent (12%) of votes cast for Governor in the last gubernatorial election over a twelve-month period.

Prevents any single congressional district from contributing more signatures than the new pro rata limit, with excess signatures from over-represented districts to be disregarded by the Secretary of State.

Schedules the proposed constitutional amendment to be submitted to voters at the general election on the first Tuesday after the first Monday of November 2026.
