Amends Section 241 of the Mississippi Constitution of 1890 to explicitly require that only citizens of the United States are allowed to vote in Mississippi.

Changes language from "Every inhabitant" to "Only an inhabitant" who is a U.S. citizen to establish citizenship as a voting requirement.

Maintains existing voting qualifications including age 18 or older, one year state residency, one year county residency, six months precinct/city residency, voter registration, and no felony convictions for specified crimes.

Updates outdated language by replacing "idiots and insane persons" with "persons adjudicated to be non compos mentis" as a voting disqualification.

Requires submission of the proposed amendment to qualified electors at the general election on the first Tuesday after the first Monday of November 2026.
