Amends Section 273 of the Mississippi Constitution to update signature distribution requirements for initiative petitions, replacing the fixed "one-fifth" per congressional district cap with a formula based on the current number of congressional districts

Requires signatures from any single congressional district not exceed the total required signatures divided by the number of existing congressional districts on the day the petition is filed

Maintains the existing 12% signature threshold (based on votes cast in the last gubernatorial election) for qualifying initiative petitions

Proposes the constitutional amendment be placed on the ballot for the November 2026 general election

Addresses the change in Mississippi's congressional representation (from 5 districts to 4) to ensure initiative signature requirements remain proportionally distributed
