Amends Section 273 of the Mississippi Constitution to modify signature requirements for citizen-initiated constitutional amendments based on the current number of congressional districts.

Changes the pro rata signature limit per congressional district from a fixed one-fifth (1/5) of total required signatures to a formula that divides total required signatures by the number of congressional districts in existence on the day the petition is filed according to the most recent federal decennial census.

Excess signatures from any single congressional district exceeding the new pro rata limit shall not be counted toward petition qualification.

Proposed amendment to be submitted to qualified electors on the first Tuesday after the first Monday of November 2026.
