Amends Mississippi Constitution Section 33 to grant citizens the right to propose new laws and amend or repeal existing laws through a statewide initiative process independent of the Legislature.

Initiative process requires petition signatures from at least 12% of qualified electors collected over a 12-month period, with geographic distribution limits across Supreme Court districts.

Prohibits initiatives from addressing constitutional amendments, Public Employees' Retirement System, local or special laws, subjects the Legislature cannot enact, state treasury appropriations, abortion, or right-to-work protections.

Requires initiative sponsors to identify revenue amounts and sources needed to implement measures; Legislature may adopt, amend, or reject initiatives within 4 months; approved initiatives bypass gubernatorial veto and cannot be amended for 2 years except in emergencies requiring 3/5 legislative vote.

Requires initiatives to receive majority of votes cast and at least 50% of total votes at election to pass (60% for revenue bills); limits three initiatives per ballot; places initiative text on November 2026 ballot for voter approval.
