Establishes process for Mississippi Legislature to appoint five commissioners to represent the state at an Article V constitutional convention, with commissioners selected by majority vote in joint session.

Requires commissioners to be U.S. citizens for 5+ years, Mississippi residents for 5+ years, at least 25 years old, registered voters, and prohibits federal lobbyists, federal employees/contractors (within 10 years), federal office holders (within 10 years), and those with felony convictions involving moral turpitude.

Restricts commissioners from voting to change the one-vote-per-state convention rule and from supporting amendments that alter individual liberty protections in the original Constitution, Bill of Rights, and amendments 13, 14, 15, 19, 23, 24, and 26.

Creates a three-member advisory committee (one senator, one representative, one joint appointee) to monitor commissioners, fill vacancies with interim commissioners, provide legal guidance, and enforce authority limits through suspension or recall authority.

Commissioners receive House member compensation and expense allowances, must take an oath to follow commission instructions, cannot accept gifts over $200, and designate delegation leaders to chair, vote, and communicate with media.
