Authorizes a board of supervisors to designate a hearing officer from its own membership, county staff, or another qualified impartial person to conduct hearings on disputes regarding delinquent solid waste fees.

Prohibits the hearing officer from being the board's attorney, a tax collector's office staff member, having an interest in the hearing outcome, or being related to a board member or the person owing fees.

Requires the board to provide notice of delinquency and afford a hearing opportunity before notifying the tax collector of unpaid solid waste fees within 90 days of the fees becoming due.

Allows appeals from board decisions regarding delinquent garbage fees to be taken as provided in Section 11-51-75.

Requires liens for unpaid solid waste fees to be recorded in a separate registry maintained by the chancery clerk's office in hard copy and/or digital format, effective January 1, 2024.
