Requires validation decals certifying the awarded boat number to be displayed on each side of the vessel within six (6) inches of the awarded number.

Expands application and certificate information requirements to include full address with zip code, hull identification number, engine type (inboard, outboard, pod drive, sterndrive, other), application type (new, renewal, transfer), and additional hull material and propulsion options.

Adds vessel type classifications (airboat, auxiliary sail, cabin motorboat, houseboat, inflatable boat, open motorboat, paddle craft, personal watercraft, pontoon boat, rowboat, sail only) and operational categories including charter-fishing to application and certificate forms.

Permits operators to carry a digital certificate in addition to the physical certificate on board when operating the vessel.

Specifies that temporary certificates of number (valid 60 days) must include owner's name and full address, state of principal operation, propulsion type, vessel length, make, owner's signature, and issuance date.

Takes effect July 1, 2025.
