Brings forward the Forestry Facility Grant Program under Section 57-1-781, which authorizes the Mississippi Development Authority to award grants to forestry facility projects that expand Mississippi's forestry products industry.

Reduces the minimum land requirement for eligible projects from 50 acres to 25 acres of public land, and expands eligibility to include existing wood-use facilities.

Changes the Forestry Facility Grant Program Fund from a fixed $10 million amount to funding based on appropriations provided by the State Legislature.

Limits grant awards to 75% of total infrastructure project costs for utility, infrastructure, and transportation development, with ineligible recipients being those seeking grants for facility construction.

Establishes an oversight committee consisting of the MDA Executive Director, Chief of Economic Development, MDA Forest Products expert, and appointees from the Governor's and Lieutenant Governor's offices to approve grant recipients by December 1 annually, effective July 1, 2025.
