Amends Mississippi Code Section 69-24-5 to add definitions for "beneficial substance" and "plant biostimulant" to the fertilizing materials and additives chapter.

Defines "beneficial substance" as any substance or compound (excluding pesticides and primary nutrients) that can be demonstrated by scientific research to benefit plants, soil, or growing media, including plant biostimulants and soil amendments.

Defines "plant biostimulant" as a substance, microorganism, or mixture that supports a plant's natural nutrition processes and improves nutrient availability, uptake, use efficiency, stress tolerance, growth, development, quality, or yield.

Authorizes the commissioner and State Chemist to adopt rules codifying recommended beneficial substances label requirements from the Association of American Plant Food Control Officials for plant and soil amendments and plant biostimulant products.

Requires soil and plant amendment labels to include brand name, net weight or volume, guarantor's name and address, purpose statement, directions for use, and statement of composition showing the amount of each ingredient.

Takes effect July 1, 2025.
