MS SB2026

Adds "beneficial substance" and "plant biostimulant" to the definition section of Mississippi's fertilizing materials and additives law, with plant biostimulant defined as substances or microorganisms that support plants' natural nutrition processes independently of nutrient content.

Defines "plant biostimulant" as a soil amendment that improves nutrient availability, uptake, use efficiency, and tolerance to abiotic stress, thereby improving growth, development, quality, or yield.

Authorizes the Commissioner and State Chemist to adopt labeling rules based on the Association of American Plant Food Control Officials' recommended beneficial substances label standards adopted in February 2024.

Requires labels on soil and plant amendments to include brand name, net weight or volume, guarantor's name and address, purpose statement, directions for use, and statement of composition showing the amount of each ingredient.

Takes effect July 1, 2025.
