Reduces penalty for simple possession of 30 grams or less of marijuana from criminal to a civil penalty not to exceed $100, with funds deposited to the municipality or county general fund where the summons was issued.

Eliminates county jail imprisonment as a sentencing option for second convictions of 30 grams or less of marijuana or 10 grams or less of synthetic cannabinoids, while maintaining the $250 fine and mandatory drug education program requirement.

Maintains criminal penalties for possession amounts exceeding 30 grams of marijuana and 10 grams of synthetic cannabinoids, with graduated sentences based on quantity.

Preserves existing trafficking and aggravated trafficking provisions for larger quantities of controlled substances.

Takes effect July 1, 2025.
