Extends the repeal date of Section 47-5-940 from July 1, 2025 to July 1, 2029, allowing the Department of Corrections to continue contracting with Bolivar County Regional Facility for a drug and alcohol treatment program.

Authorizes a five-year pilot program for intensive drug and alcohol treatment serving up to 250 inmates within 18 months of their earned release or parole date.

Requires the program to include assessment and placement, intensive treatment with relapse prevention and anger management, post-release aftercare with transition planning, and recidivism monitoring.

Mandates the Department of Corrections file annual reports on program recidivism and reimburse the facility at the per diem rate established under Section 47-5-933.

Allows the Bolivar County Regional Facility to cancel the contract with 30 days' notice and requires removal of violent inmates or those refusing treatment within 72 hours.
