Establishes a legal right for individuals to obtain and use contraception, and for health-care providers to provide contraceptives and contraception-related information.

Prohibits the state, political subdivisions, and local governmental authorities from enforcing laws or regulations that restrict access to FDA-approved contraceptives or prevent people from obtaining them.

Allows violations to be challenged through civil lawsuits by the Attorney General, affected individuals, patients, or health-care providers, with courts able to award injunctive relief.

Requires any limitation on contraception access to be justified by clear and convincing evidence that it significantly advances safety and that no less restrictive alternative exists.

Takes effect July 1, 2025.
