Amends Section 23-15-851 of the Mississippi Code to define eight specific events that create a vacancy in either house of the Legislature: death, resignation, impeachment, loss of voter registration in the district, loss of residence in the district, felony conviction or violation of official oath, refusal to take oath of office, or court declaration voiding an election.

Requires the Governor to issue writs of election within 30 days of a vacancy, with elections held at least 60 days after notice and a 50-day qualifying deadline for candidates.

Allows the Governor to decline to issue a writ of election if a vacancy occurs in a calendar year when the general election for state officers is being held.

Takes effect July 1, 2025.
