Changes the deadline for receiving absentee mail-in ballots from 5 business days after election day to 7:00 p.m. on election day itself.

Applies the new 7:00 p.m. election day deadline to ballots received by mail or common carriers (USPS, UPS, FedEx).

Eliminates the previous requirement that ballots be postmarked on or before election day, replacing it with a receipt deadline.

Requires absentee ballots received before 7:00 p.m. on election day to be counted in the registrar's office when polls close and added to precinct votes.

Takes effect July 1, 2025.
