Extends the repeal date of Section 31-7-14, Mississippi Code of 1972, from July 1, 2025 to July 1, 2029, allowing continued use of energy efficient equipment and service contracts by public entities.

Permits entities including public schools, junior colleges, hospitals, and state agencies to enter into energy services contracts, performance contracts, shared-savings contracts, and lease-purchase agreements for energy efficiency improvements and equipment.

Allows the Energy Division of the Mississippi Development Authority to maintain a prequalified list of energy services providers based on objective criteria including experience, technical capabilities, financial stability, and ability to guarantee savings.

Requires entities to publicly issue requests for proposals for energy efficiency services and select providers based on qualifications, technical approach, financial arrangements, and overall benefits.

Establishes limits on lease-purchase terms (not exceeding 20 years or average useful life of equipment) and interest rates, and exempts lease-purchase agreements from state taxation except for gift, transfer, and inheritance taxes.
