Authorizes issuance of state general obligation bonds not to exceed $1,100,000 to assist Humphreys County Board of Supervisors with roadway, curb, and gutter improvements in Westgate Subdivision.

Creates a special fund designated "2025 Humphreys County Westgate Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the specified infrastructure project.

Bonds may mature up to 25 years from issue date with interest rates not exceeding limits set in Mississippi Code Section 75-17-101, and may not be issued after July 1, 2029.

Bonds are general obligations backed by full faith and credit of the State of Mississippi, with the State Treasurer responsible for ensuring principal and interest payments from state funds if appropriations are insufficient.

Remaining unexpended amounts in the fund after project completion shall be applied to debt service on the bonds, with any investment earnings also designated for debt service payments.
