Authorizes issuance of state general obligation bonds up to $2,000,000 to fund repair, renovation, or construction of the Black Prairie Blues Museum in West Point, Mississippi.

Creates a special fund designated "2025 Black Prairie Blues Museum Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Establishes standard bond issuance procedures including State Bond Commission authority to determine bond terms, interest rates not exceeding statutory limits, and maturity dates not to exceed 25 years.

Pledges the full faith and credit of Mississippi for bond repayment, requiring the State Treasurer to pay principal and interest from general state funds if appropriated funds are insufficient.

Requires all bonds to be issued by July 1, 2029, and directs any remaining fund balance to be applied to debt service after project completion.
