Authorizes issuance of state general obligation bonds not to exceed $500,000 to fund repair and renovation of the Oakes African American Cultural Center in Yazoo City, Mississippi.

Creates a special fund designated "2025 Oakes African American Cultural Center Repair and Renovation Fund" within the State Treasury to receive and disburse bond proceeds for project costs.

Bonds may be issued at any time or multiple times by the State Bond Commission, with a deadline of July 1, 2029 for bond issuance.

Bonds are general obligations of Mississippi with full faith and credit pledged; principal, interest, and income from bonds are exempt from state taxation.

Any remaining fund balance after project completion or abandonment shall be applied to debt service on the bonds; investment earnings on the fund shall also be used for debt service.
