MS SB2143

Adds "craft spirits" to the definition of alcoholic beverages and creates definitions for "craft spirit" and "craft distillery" for spirits produced in Mississippi.

Expands the definition of "qualified resort area" to include 97 specific municipalities, facilities, and geographic areas throughout Mississippi where alcoholic beverages may be sold.

Allows felony convictions (other than crimes of violence or controlled substance violations) to not automatically disqualify applicants from obtaining alcoholic beverage permits if at least 10 years have elapsed since conviction.

Permits county and municipal governing authorities to regulate hours of operation, revenue percentages from food sales, and location of alcoholic beverage facilities within designated qualified resort areas.
