Authorizes issuance of state general obligation bonds up to $8,000,000 for Sharkey County disaster recovery projects, including emergency management improvements, housing replacement from the March 24, 2023 tornado, hospital construction, courthouse renovation, U.S. Highway 61 widening, industrial park development, and workforce development initiatives.

Authorizes issuance of state general obligation bonds up to $3,000,000 for Town of Rolling Fork disaster recovery projects, including emergency management improvements, police department building construction, U.S. Highway 61 widening, industrial park development, and workforce development initiatives.

Creates separate special funds for each entity ("2025 Sharkey County Improvements Fund" and "2025 Town of Rolling Fork Improvements Fund") within the State Treasury to receive and disburse bond proceeds for specified projects.

Bonds are general obligations of Mississippi backed by full faith and credit of the state, with maturity not exceeding 25 years, interest rates limited by state law, and exemption from state taxation.

No bonds may be issued under this act after July 1, 2029; any remaining funds after project completion shall be applied to debt service on the bonds.
