Requires each public school district, public charter school, agricultural high school, and specified state schools to adopt and submit to the State Department of Education a cell phone possession or use restriction policy by January 1, 2026.

Imposes daily financial penalties on schools or districts that fail to comply, with the State Department of Education deducting one day's worth of funding under the total funding formula for each day of noncompliance after January 1, 2026.

Allows schools to include exceptions permitting student cell phone possession or use for emergencies, medical necessity (as determined by licensed healthcare providers), or when required by a student's individualized education program.

Prohibits suspension or expulsion based solely on cell phone policy violations, though suspension may be used as a last resort disciplinary measure for such violations.

Takes effect July 1, 2025.
