Department of Education shall establish parameters defining what constitutes employee misconduct investigations to enable comparisons between school districts.

Department of Education shall develop guidance to help school nutrition programs improve meals per labor hour efficiency, increase breakfast participation rates, and use excess nutrition fund reserves for allowable expenses.

Department of Education shall annually review its Accounting Manual for School Districts and report recommendations for greater detail, clarity and accuracy of district revenues and expenses to the State Board of Education, House and Senate Education Committees, and PEER Committee by December 14 each year.

Department of Education shall develop guidance for school districts to assess and optimize bus routes to improve transportation services and reduce costs.
