Extends the repeal date for the Energy Academy Act (sections 37-69-1, 37-69-3, 37-69-5, and 37-69-7 of Mississippi Code) from July 1, 2025 to July 1, 2029.

Authorizes Vicksburg-Warren School District and Claiborne County Board of Education to partner with a nuclear facility, Warren County, and the state for operating an Energy High School Academy serving 8th-12th grade students.

Establishes the Energy High School Academy Partnership Council consisting of eight members representing the nuclear facility, both school districts, Mississippi Development Authority, Vicksburg and Claiborne County Chambers of Commerce, and city/county government.

Requires the Partnership Council to establish administrative rules and regulations for student qualifications, application requirements, and curriculum components for energy industry career preparation.

Creates the Energy High School Academy Fund in the State Treasury to support startup and operational costs, with the Mississippi Development Authority administering the fund and preparing annual three-year budget proposals.
