MS SB2159

Creates requirement for each school district to submit annual written reports by January 1st to the Senate Appropriations Committee, House Appropriations Committee, and Governor detailing all federal programs from which they received or expect to receive federal funds and the amounts involved.

Directs both appropriations committees to review identified federal programs beginning in the 2026 Regular Session and introduce legislation declaring approval or disapproval of school districts' use of such federal funds.

Requires school districts to refuse receipt of federal funds for any federal program not approved by state legislation, unless the federal statute clearly preempts state law or legislative approval would conflict with Congressional purposes.
