Authorizes governing bodies of educational entities (independent schools in the Mississippi Association of Independent Schools, private colleges, and private universities) to establish police departments with appointed law enforcement officers.

Requires educational entity police departments to enter into a memorandum of understanding with a local law enforcement agency to maintain officer certification through the Board on Law Enforcement Officer Standards and Training.

Grants certified law enforcement officers employed by educational entities authority to carry firearms, enforce laws on school premises and adjacent roads/thoroughfares, and exercise arrest powers except for school policy violations.

Mandates the Department of Public Safety provide crisis de-escalation training to educational entity law enforcement officers at the educational entity's expense within six months of employment.

Sunsets the authority granted under this section on July 1, 2028.
