Adds a new requirement that no driver's license or learner's permit shall be issued unless the applicant provides proof of residence at the address to be listed on the document.

Requires proof of residence to include at least two separate indications of residence at the stated address, with the specific manner and form of proof to be determined by the Department of Public Safety.

Applies to all driver's license and learner's permit applicants, including minors and adults.

Takes effect July 1, 2025.
