Imposes a mandatory criminal fine of not less than $10,000 upon conviction for fentanyl delivery resulting in death, in addition to imprisonment of 20 years to life.

Clarifies that the law targets persons who sell or profit from unlawful fentanyl sales causing death, not drug users who share fentanyl with others.

Eliminates the automatic repeal date of July 1, 2025, making Parker's Law permanent.

Removes the requirement for the Joint Legislative Committee on Performance Evaluation and Expenditure Review to provide annual reports on convictions under this section.

Clarifies that penalties under this section are in addition to any other criminal penalties provided by law.
